Flour is never fully dissolved in water, it remains suspended in water.  And if you get confused about the dough making , then the concept will be that;  the Flour does not only contain starch but also some proteins , minerals  and fats. Hence the majority of components interact with water and absorb it resulting in form of dough. This shows that flour is not completely dissolved in water.  Hope you got it.
