sir ap ne kaha ke NEWTON FIRST LAW is concerned with BALANCE  FORCE , but sir in statement ap ne likha ke 

" Every body continues to be in the state of rest or uniform motion until or unless acted by UNBALANCE  FORCES .

sir yeh kese hosakta hai ??

Newton 1st law balanced forces se concerned hai; is ka mtlb yehi hai k koi unbalanced force act na kre, statement mein yehi likha ha that unless acted upon by unbalanced force, means k jab tk unbalaned force act na kre tb tk body ki state change nhi hoti, aur jb tk state change nhi hogi means all forces are balanced.

If a balance force acts upon a body it would bring no change into it , but if a unbalance force acts upon it then the body would change its . hope that satisfies your question .
